This report examines India's goal of good quality universal primary education. Three major challenges to this exist: expanding access, raising learning achievement, and reducing gaps in enrollment, retention and achievement across states. The report then looks into five actions crucial for expanding access and improving learning in India's schools: providing more financing for primary education; improving the preparation, motivation and deployment of teachers; improving textbook quality and efficiency of their production; strengthening management and institutional capacity; and strengthening the leadership of the central government.
